Okhotsk Tokkari (Seal) Center
Witness the Heartwarming Journey of Rescued Seals Returning to the Wild
Japan’s only facility dedicated to rescuing, caring for, and rehabilitating injured and weakened seals.
Located in Mombetsu Marine Park, the Okhotsk Tokkari Center is a unique sanctuary with a vital mission. “Tokkari” comes from the Ainu word for “seal,” reflecting the region’s deep ties to the sea. Since opening in 1987 with just four seals, the center now cares for over 20, including spotted and ringed seals. It is the only place in Japan that completes the full cycle of conservation—restoring rescued seals to health before returning them to the Sea of Okhotsk.
Stand by the poolside and step into their world. The salty breeze carries the scent of the ocean, and splashes of water reach you as seals glide effortlessly below. During five daily feeding sessions, lively calls fill the air as they gather around their keepers. From just an arm’s length away, watch their curious eyes and agile movements as they skillfully catch fish.
More than a sightseeing stop, this is a moving encounter with the strength of life. Together with the nearby Garinko icebreaker and Okhotsk Tower, the center offers a deeper connection to Mombetsu’s marine ecosystem. Feel the warmth of their breath and the ripple of the water—an unforgettable moment with the wild spirit of the Okhotsk.
